Mr. Winkler has a 30-year track record of successfully delivering transformational capabilities, policies and programs in the National Security realm. As an Army civilian leader, Mr. Winkler was selected multiple times as a Project Manager to lead Major Defense Acquisition Programs that leveraged information technologies (IT) to deliver new capabilities to DoD organizations and warfighters. While in the Senior Executive Service, he held positions that reported directly to the Army CIO/G-6 and the Army Acquisition Executive. Mr. Winkler was also the Army’s first Chief Knowledge Officer and developed Army IT policy and governance processes, to include the Army’s first Business Transformation Plans that are being executed today. As the Program Executive Officer for Enterprise Information Systems (PEO EIS), he led a $4 billion/year organization consisting of dozens of major programs to deliver new, large-scale systems supporting finance, logistics, personnel, communications infrastructure, biometrics, medical and warfighting functions. Mr. Winkler has worked across all Military Departments, DoD Agencies, the OSD staff, and the Congressional Staff. His numerous Government and Industry Awards include the Distinguished and Meritorious Presidential Rank Awards, the Secretary of the Army’s Decoration for Exceptional Civilian Service, Government Computer News’ Defense Executive of the Year Award, Federal Computer Week’s FED100 Award, the Association for Federal Information Resource Management Executive Leadership Award, the e-Gov Institute’s Knowledge Management Award, and the Army’s Superior Unit and Commander’s Awards.
